Woodruff is a small incorporated town in Rich County, Utah. It was established in 1870 and in 1872, received its first post office which has been in service ever since. The town was named after the fourth president of the Mormon Church, Wilford Woodruff, who often passed through town on his way to visit family and would stop to visit before moving on. The town was anxious about Utah's efforts to be granted statehood, and so on January 4, 1896, the town rang its church bell for five full minutes upon hearing that its efforts had succeeded. The town was granted incorporation in 1933. In 1930, it received its first power lines; this event was closely followed by its first power outage which was the result of everyone wanting to use electricity at the same time.
