Perry Hall is a city in Baltimore County, Maryland; it is an unincorporated census-designated place. For this reason, local citizens created a grassroots organization to control their community development. It began as the Health Committee, dedicating itself to meeting the needs of returning World War II veterans. After the war, citizens voted to make the committee a permanent non-profit organization, the Perry Hall Improvement Association (or PHIA). During the 1970s and '80s, PHIA became more involved in land development until the late '90s, when it returned to focusing on civic matters and activities.
