Del Rio is the county seat of Val Verde County, Texas and it was first settled when a hacienda was constructed in the area around 1862. A town began to emerge around 1871 and was named “San Felipe del Rio” (Saint Philip of the river) because locals believed that Spanish explorers had conducted a mass there in 1635 on St. Philip's Day.

Seminole Canyon State Park & Historic Site sits on land that was purchased from private owners between 1973 and 1977; it was opened to the public in 1980. The area was inhabited as early as 12,000 years ago, but it wasn't until much later (7,000 years ago) that the inhabitants began painting the walls of caverns. Hundreds of pictograph caverns have been discovered with artwork ranging in complexity, but the exact meaning of the artwork is unknown.
